Origin:
Bred by Jacques Mouchotte (France, before 2006).
Introduced in France by Meilland International (after 1997) in 2008 as 'Singin' The Blues'.
Introduced in United States by Edmunds' Roses in 2009 as 'Singin' The Blues'.
Introduced in United States by Star Roses & Plants (California) in 2010 as 'Singin' The Blues'.
Introduced in Japan by Keisei Rose Nurseries Inc. in before 2017 as 'Le Comte Fersen'.

Floribunda.  
Bloom:
Light purple, yellow stamens.  Deep Lavender suffused with light lavender reverse..  Strong, citrus fragrance.  25 to 27 petals.  Average diameter 4".  Large, very double, in small clusters, cupped, expanded bloom form.  Prolific, blooms in flushes throughout the season.  Large, pointed buds.  
Habit:
Bushy, upright.  Semi-glossy, dark green foliage.  3 to 7 leaflets.  

Height: 5' to 6' (150 to 185cm).  Width: up to 3' (up to 90cm).
Growing:
Can be used for beds and borders or garden.  Prefers dry climates.  Remove spent blooms to encourage re-bloom.  Remove old canes and dead or diseased wood..  Resist the urge to prune this rose too heavily -- it doesn't like it!.

No. 6,895) and the `Doris Tysterman` variety (non-patented in the United States). The male parent (i.e., the pollen parent) was the unreleased product of the cross of the `Korblue` variety (non-patented in the United States) and the `Delbiop` variety (non-patented in the United States). The `Delbiop` variety is marketed under the LANCOME trademark. ....The description is based upon the observation of plants of the new variety at an age of approximately two years during the month of May while being grown in containers near West Grove, Pa., U.S.A
