This looks like Rosa mulliganii rather than R. longicuspis. The latter has tight umbel like clusters of the flowers and then hips, not like this brush shaped inflorescence, which is more typical of R. mulliganii. Rosa mulliganii has been misidentified as R. longicuspis for many years.
