I am fairly sure that this is the section Caninae species Rosa coriifolia var. froebelii that is often used as rootstock (especially in Europe), in which application it is often referred to as "Rosa laxa" but is not R. laxa Retz. Both have grayish foliage and white flowers, helping to spur confusion, but are quite different in a number of other respects.
