I was given this rose by someone who didn't want it anymore. I know it's coming out of dormancy, but is it normal for this rose to have brownish/woody looking canes that leaf out? That's how the entire bush is and I'm just wondering if somethings wrong with it.

Yes. Some roses do form bark on the older canes of the plant.
