[From the 1999 Heirloom Old Garden Roses Catalog, p. 7:] A bouquet rose is a variety that produces dozens of blooms on long stems, up to 160 blooms per stem in the case of 'Grand Bouquet' so that two or three stems will fill a large vase. [When John Clements visited Belgium, he saw] 'Diadem' ('Royal Bouquet') which had, literally, dozens of buds on a stem forming a magnificent bouquet... it was bred by Tantau Roses of Germany and was grown extensively outdoors as a cut rose in Europe.
