Origin:
Bred by William Edward Lippiatt (New Zealand, 1907).
Class:
Hybrid Perpetual.  
Bloom:
Scarlet.  Mild to strong, sweet fragrance.  Full (26-40 petals) bloom form.  Blooms in flushes throughout the season.  
Growing:
USDA zone 6b through 9b (default).  
Patents:
Patent status unknown (to HelpMeFind).
Notes:
There was a second 'Dick Seddon' at that time.
This one is described as 'Intense fiery red almost scarlet, very sweetly scented, very full, a fine garden rose'.

The quoted parentage is reversed in the 1941 reference.
