Bred by Shunsuke Takeuchi (Japan, 2002).
Introduced in United States by Jackson & Perkins (Wholesale) in 2008 as 'Spring Fever'.
Class:
Shrub.  
Bloom:
Light pink to white, golden-yellow stamens.  Mild fragrance.  Single (4-8 petals), cluster-flowered bloom form.  Blooms in flushes throughout the season.  Pointed, ovoid buds.  
Habit:
Short, compact.  Glossy, dark green foliage.  

Height: 1' (30cm).  
Growing:
USDA zone 6b and warmer.  Can be used for beds and borders, container rose or ground cover.  Spring Pruning: Remove old canes and dead or diseased wood and cut back canes that cross. In warmer climates, cut back the remaining canes by about one-third. In colder areas, you'll probably find you'll have to prune a little more than that.
