Ventenat was not the breeder. He only described plants grown in the garden of J. M. Cels.

Arbrisseau croissant naturellement au Kamtzchatka, cultivé depuis plusieurs années chez Cels.

Shrub naturally growing in Kamtzchatka, cultivated for several years at Cels.

Yes, as a species, it is not bred, in best case discovered.
