Hi,
what is the white stuff on the hips. Hips looking thus a bit like a Fly Amanitas.

I would guess at a bit of mould / mildew on the sticky ends of the glands?

At first, I thought of aphids producing some protective residue, but might it be wax/resin produced by the glands???

Effectively that is resinous glands that are very, very sticky. They are present all season long as you can see on the photo added. I agree with Patricia that is probably some mildew on them at this time of the season.
