This rose appears to be unable to set hips. I have observed a couple "to be" hips in the past, a very few do get a little plump with time but when dissected there's nothing viable inside. The vast majority of the time though the receptacles simply blacken and shrivel from the pedicel up, often staying attached to the plant for a noticeable while.
