I looks like Rosa Foetida to me and not Rosa Foetida bicolor (Synonym Austrian Copper)

It can (and often does) throw branches that flower in a bright yellow like its parent from which it sported, which adds interest to have both colored flowers on one plant. This picture is from the same bush as the orange picture I posted. If you look at this entry you will see 5 photos with yellow blooms, 3 of which have both yellow and orange on the same bush.
