I recall it having a mild fragrance, yes. Nothing remarkable, but noticeable.

Rosy Purple is one of the most Blackspot and Mildew free roses I have ever grown. Highly recommended.

It reminds me of 'Violet Hood'.

I grow both, and for me, Rosy Purple is a much stronger grower and produces a fuller, more bold display. (IE: far more blooms) I like Violet Hood but its blooms are often hidden in the branches, and there are never as many as I'd like to see. Violet Hood isn't a very strong grower for me either.

I'm thinking they might be related. I grew out some OP seedlings of Violet Hood and they remind me of Rosy Purple.
