In the Netherlands Frou-Frou is a sort of cookie, existing of two wafers with some solid creme between them.

Auf Französisch sind "froufrous" sehr viele Volants an einem kurzen oder langen Rock (am Besten aus Seide). Es ist auch das Geräusch, das dieser Rock bei Bewegungen macht. "Froufrouter" ist das entsprechende Verb: Wie ein Petticoat aussehen oder rascheln.
Die Rose sieht tatsächlich wie ein Petticoat aus. Sie ist in Frankreich gezüchtet worden und jede/r dort wird es so wie oben verstehen. Sie haben auch Recht. Wer "froufroute" stolziert gerne herum.
