Not a comment about the rose, but about an amusing difference in dialect. "Hans van Hage ... reports that the rose thrives in the Netherlands, and is quite attractive there." In the US "quite" equates with "very". In the UK and Aus it's much more moderate, so the quoted sentence would be seen as damning with faint praise. I'd guess it was an American who added it.
