Give me caffeine
Do you find it repeats in autumn? Or is it only a one shot wonder?

Sounds good. I have thought of getting this one as I don't have any rugosas, and a recurrent one is going to be more to my liking. Plus there's the keeping an Autralian rose going aspect of it.

The 2001 reference says it is recurrent, but I don't always believe what the references say. ;) Good to have it confirmed.
'Blanc double de coubert' looks interesting, although when talking white semi-doubles it's hard to go past Souvenir de St. Anne's. The rugosa scent would be worth having for something different, but SdSA is rain-proof, which is handy up here.

PROrug and 'Freycinet' are the same rose. See: http://www.treloarroses.com.au/products/product.asp?pID=5595&cID=13

Also, the PBR link points to a word doc that does not exist for this cultivar. The only information about PBR application 2010/037 can be seen here: http://pericles.ipaustralia.gov.au/pbr_db/plant_detail.cfm?AID=5192265 . This is just a summary. Prophyl Pty Ltd is Mrs Weatherly's business name on which her breeder prefix, PRO, is based.
