Two years later: The first seeds are germinating and seedlings pop-up! The seeds got one stratification period in the fridge and one... or more during this winter.

Jay-Jay, what kind of ambient temperatures are they germinating in now?

At that time during daylight about 15-18 degrees Celsius (at night - 2°C). Uncommonly warm for February. Now it's about 8°C during the day and night-temps are relatively high.
The other seedlings I posted are kept inside at approximately 15°C. After a stratification period in the fridge from 1-2 months at 1°C. I kept the seeds in moist coarse sand in plastic sandwich bags. Good luck Hubert with Your rare/uncommon hip of Maman Cochet!

Jay-Jay thanks. Yes, I was thinking of my Maman Cochet seeds. Those sort of daytime temperatures are more like our late autumn through winter here in Sydney. I think I should plan to plant them maybe April and hope they germinate through our winter.

At least give part of them a cold period in the fridge.

Yes Jay-Jay, they did, and quite a good germination rate too but I lost many. I'll do an update in the Maman Cochet file.

I am so sorry Jay Jay, I missed this question of yours somehow.
Yes I will sow these seeds in fall this year. I could have sowed them in March this year as well but I was afraid that the young seedlings might not be able to bear the hot summers of Islamabad. After all webbiana comes from cold glaciated areas. Sowing in Oct will allow longer time to the seedlings to grow in milder temperatures. In Islamabad it doesn't go below 0* very often.
