This rose garden is suffering from budget cuts in Alton. It used to have a team of gardeners and now has only one, who also has the responsibility for part of the larger park it is in. This year was especially hard on it - we had a late freeze, a lot of spring rain that washed off the fungicide and black spot took over before it could be re-applied. In addition, the single gardener could not fertilize as often as was done before. Many of the roses look terrible. Voluptuous looks great, however, if a little more light on canes than it did in 2018 (the last time I visited). Still blooming like crazy, though.
