If thats in China, likely either a Chinese or French cultivar. Where is this, to help narrow it down? The foliage looks quite modern, but there are tons of cream HT roses out in the world. Also reminds me of some Harkness and various Netherlands types. Like probably not Caroline Victoria, but somewhat similar bloom color and foliage shape.

Exactly, the leaves are too glossy or "modern" with the old-HT-like big flower
but it's grown with the old HTs such as Double Delight, Peace, Tiffany, Elle, Altesse 75 , Rouge Meilland, Dortmond, Broadway and so on, so it should be a relatively old one....the only "newer" one is Florentina(the red ADR climber from Kordes)
it's in a park in Beijing, and most parks in Beijing only grow the old HTs. Even David Austins are rare, so you can imagine the "list" is not very new...

It has a lot in common with Winter Sun, but the petals seem too wide and their is a lack of that light honey tone. I really don't know.
Still some hiccups in the system. I tried to post 2 photos of George Elger, but only one came up. I tried several times to post the second photo separately, but I was told I needed to select a file to post, and to use the Browse button (which doesn't exist on that page on my screen). Then, putting this comment on, I couldn't see the Website Errors & Problems category.
I had the same issue as Margaret. It was really hit or miss whether photographs loaded. While loading photographs, images to the following roses failed: Signature, St Patrick, Falling In Love, New Hampshire, Kardinal, Bee Scene, Lions Rose, Neon Sunset, Werribee Park, Love's Gift, Blush Noisette, Violette and Rosa Luciae. Gave up after three in a row were unsuccessful.
Also, I've noticed that if a comment is posted under a particular photo, that comment appears in the general comments section for that rose and not under that particular photo's comments, like it used to. For example I just posted a comment about a 2013 photo for 'Charivari' but if you click on the rose name it doesn't lead you to that photo.
Per Ping Lim, this rose is known as "Lone Star" in Texas. Also, it is named "dragon" because in Chinese culture a dragon symbolizes abundance. And I can vouch for the abundance of blooms this rose produces!

I thought I would mention that suddenly, the comments of anyone posting as an "unregistered guest" do not automatically create normal paragraph lengths, and run off the page (at least on an ipad). See picture

Yes, this is a "feature" (read bug) of the new editor HMF uses. It is a well known problem evidently. We will be make a fix soon.
