What is the petal count of Parade? I'm concerned, because I live right next to the ocean, just north of San Diego, and the ocean breezes keep my temperature so cool that I can't grow any rose over a petal count of 40 (and that's pushing it). The pictures of Parade seem to suggest that it has a fairly high petal count, but I can't be sure. Otherwise, this would appear to be the perfect rose for me.

According to Botanica´s Roses, "Parade", a climbing rose introduced in 1953, has large, cupped shaped blooms, of 33 petals borne in heavy clusters.

How lax a climber is Parade? I know New Dawn is pretty lax (at least at first, anyway), but I also know many of its progeny are not.

Is Parade the sort of lax climber one could train along a low (3' high) fence, or would it always fight with you to try and grow taller and more upright than that?

It has not been especially lax for me. In fact, mine could, with a bit of pruning, make an acceptable large-ish shrub rose. I hope this helps.
