If I recall correctly, I think an old ARS article about American roses down under, said this was a Brass Band sister. It was in the 1990s.

My partner and I purchased this rose online back in 1993 or 1994 when we lived in Stockton CA. It was planted in the middle of our front lawn as a focal point, and was in full sun at all times. Not only did it grow beautifully, and blossom continually, it had decent frangrance and made a lovely cut flower. We would like to find it again, and plant it in our current home in Concord CA, but cannot find it anywhere in the sites for US online ordering of roses. Anyone have a suggestion as to where we can find this wonderful floribunda?

You might take some budwood or cuttings from Your original plant and root them Yourselves or have this rose propagated by a nursery.

Unfortunately, cannot do that. We moved from that house 14 years ago, and the last time we went by there, the current owners had ripped it out.

Wilma, one of the owners of Southern Roses ( http://www.southernroses.co.nz/ ) in New Zealand wrote to me (as I contacted Riet, one of the photo contributors for this rose on HMF): "Unfortunately we don’t have this variety." "I would like to advise you to contact other rose growers in NZ. They may grow it." There are two gardens in N.Z. that list this rose on HMF.
