The Tantau website lists it under Nostalgie Rosen and Strauchrosen (which also includes Westerland and Rosarium Uetersen), so it seemed to fit with the Shrubs. But I see it is being marketed as a large flowered/hybrid tea in the UK.
Our rose variety Belvedere is graded in the group of the hybrid tea’s. It used to be a shrub rose, but we decided to change the group in favour of the hybrid tea’s.

Since you're in the USA, perhaps you know where I might be able to buy a plant of Belvedere? Too many Tantau roses are unavailable in the States! Hope this isn't one of them.
