Does this rose sucker really badly?

At my place it only started to sucker, when it was accidentally cut to the ground by an "i..ot" of the city workers.
On the other hand: it roots very easy, wherever its canes touch the ground.

Thanks, that's interesting. A neighbour found it growing in their garden as a thicket of suckers.

Suckers, or bent down at the top and than rooted?

Both, it has suckered and layered.
