Some of these photos might be Raspberry Kiss. They have the tell-tale stems and foliage upon close inspection. Possibly mis-ID by public garden staff.

SUMMARY OF THE INVENTION
The new variety of landscape shrub rose plant of the present invention was created by artificial pollination carried out in April/May 2008 at Bakersfield, Calif., U.S.A., wherein two parents were crossed which previously had been studied in the hope that they would contribute the desired characteristics. Each parent possessed a complex parentage as indicated hereafter. More specifically, the parentage of the female parent (i.e., seed parent) can be summarized as follows: <{`MORtoday`.times.[`Geisha`.times.(`KINbo`.times.`Macivy`)]}.times.(`- WEKblusi`.times.`SCRivluv`)>.times.mixed Hulthemia pollen. The parentage of the male parent (i.e., pollen parent) can be summarized as follows: <{[(`Orangeade`.times.`Auscot`).times.`WEKfabpur`].times.mixe- d pollen}.times.mixed Hulthemia pollen>.times.mixed Hulthemia pollen. The `WEKblusi` variety is the subject of U.S. Plant Pat. No. 10,188, and the `Auscot` variety is the subject of U.S. Plant Pat. No. 7,215. The other ancestoral plants identified herein as well as the seed and pollen parents are non-patented in the United States. "

I've only had this rose (2 of them) for a few months but already it is a favorite. Small and dainty yet blooms up a storm. The color and the dark eye are really striking. It looks wonderful in a setting with California natives like deerweed and white California poppies. Also it is not scentless! The fragrance isn't strong but it is most definitely there. Sort of a sweet smell + damask to my nose.
If I could find it in band size, I'd love to add more.

I have it on order (as of today!) from Armstrong Nurseries. Hope to pick it up soon. I plan on using it, together with a white-flowered Rosa minutifolia, as a focal point in the redesign of my front yard.
Just got off the phone with someone at Star Roses. Wanted to find out if they are selling it own root or grafted. Own root! And, btw I was told they are SOLD OUT for 2013.
