I'd say the tall roses on the left are 'Lady Huntingfield' and the messy low ones on the right are 'Dividend'. As far as I know Morwell is the only other place in Victoria you can see 'Dividend', so it's good to have it available, but personally I think it's one of Clark's rare failures.

My photos were taken at the Kodja Place maze in WA. Assuming they're the correct rose.

Margaret, I'm sure your photos are correct. They also match the Golden Vale catalogue, I notice. I took my own photo just because the intense yellow, the upward angle and the unmessiness are unusual — it shows what is possible. The Bulla garden puts 'Lady Huntingfield', 'Dividend', 'Squatter's Dream' and sometimes 'Baxter Beauty' together for aesthetic effect, and indeed they look lovely together. But it makes it easy to confuse the signs.
