I have a garden that get's very wet during the winter - I was wondering if there's any rootstock that can help roses not to be to badly hurt by this ie. Rosa palustris - The swamp rose. Has anybody tried this or heard about varieties that are "water" resistant?

No, it's not, and I can't find any source. It may be extinct, or only in a private garden somewhere.

Thanx for the answer.
For some reason somebody here on HMF has put it as a hexaploid hybrid Rugosa which makes it very interesting from a breeding perspective. So I'm looking for it.

There is an old reference from 1937 which states a ploidy of 42 for 'Lady Duncan', which is unusual if the parentage is correct. On the other hand, the reference is actually quite reliable.
