A more correct and understandable parentage of Knock Out® is:

I still have the plant. It is 78-3a. It is a repeat blooming, very double crimson red. The habit is awkward and the vigor is low. But it is resistant to blackspot.

i live in Australia and we have very strict quaraqntine regulations in this country about importing plant psecies. Can anyone tell me if importing rose plants from other countries is prohibited here in OZ? Are there any rules about importing plants into Australia that I should know about?

As an example, from NZ: rose budwood has to be fumigated, then sterilised; there is no guarantee that it will survive. Four different parts of the budwood are then tested by tissue culture for ‘Sudden Oak Death’ disease. You supply clean understock, and the budwood is grown on in Australian Quarantine facilities until it flowers, then is re-tested. Then it has to be grown on in an approved facility for at least three months, inspected weekly, and re-tested at the end.
Two years ago Cree calculated the cost at about $600 for one cultivar, $840 for two, $1080 for three.
Importing from other countries may be more complex.

In other words: forget it!

I've just seen that your question was posted under Knock Out. At least one of the Knock Out roses is already in Aus (see the Buy From tab); but I'd also point out that a visiting American rosarian referred to the Knock Out roses in the same sentence as prickly pear and cane toads.

Single red Knock-out thorns are big, they poked me at the store. Single pink Knock-out thorns are quite big and sharp, they pricked me during pruning and gathering the debris. I regret buying both.
